The State Regional Development Agency announces The European Economic Area (EEA) Financial Mechanism 2009 - 2014 Programme’s "National Climate Policy" small grant scheme "Capacity Building in the Field of Research and Measures for Enhancing Society’s Understanding about Climate Change and its Consequences".

The objective of the Small Grant Scheme is to increase the knowledge base and capacity of Programme’s "National Climate Policy" target groups (state institutions, local governments, non-governmental organizations (hereinafter – NGOs), educational and scientific institutions, private enterprises) enabling society to participate in climate change mitigation and adaptation policy implementation.
Eligible project promoters of the Small Grant Scheme are state institutions, local governments, scientific and educational institutions, private enterprises and NGOs.

Supported areas within the Small Grant Scheme:
1. Measures to enhance society’s understanding and knowledge on climate change:
1.1. Awareness  raising through developing educational programme modules and developing and organizing of learning courses on climate changes;
1.2. Organizing of educational projects and informative campaigns to enhance society’s understanding and knowledge on climate changes;
2. Capacity building through applied research on mitigation of climate change.

Total Programme co-financing available for the implementation of Small Grant Scheme projects is EUR 1 718 044. The minimum amount of Programme grant assistance is EUR 45 000, maximum EUR 175 000.
The deadline for submission of project applications is September 19, 2014, at 17:00 local time.

Applications can be submitted in one of the following ways:

  • Submitted by hand-delivery or by regular mail to: State Regional Development Agency of Latvia, Elizabetes Street 19, Riga, Latvia, LV-1010 (in one paper copy with an enclosed identical electronic copy in data storage);
  • One electronic copy signed with a secure electronic signature and certified with a time-stamp submitted by e-mail addressed to: pasts@vraa.gov.lv.


The Regulations (including application form) and guidelines of the Small Grant Scheme are published in the web site of The State Regional Development Agency (www.vraa.gov.lv).
Project application preparation guidance seminar will be held on the August, 2014. Further information will be published in The State Regional Development Agency website www.vraa.gov.lv.

Project applicants may send queries to The State Regional Development Agency’s e-mail address pasts@vraa.gov.lv with a note – “Question on Small Grant Scheme”. The deadline for sending queries to the agency’s e-mail address is 10 working days before the end of the project submission period.
