Support for the investment projects of local municipalities
The subsidies are aimed at improving and developing the local municipality infrastructure, ensuring the conditions for effective performance of local municipality functions and for balanced development of the whole territory of the country. In 2007, within the framework of the programme, the SRDA accepted and evaluated 197 project applications for earmarked subsidies from the 2008 state budget. The SRDA ensures the acceptance of project applications, the administrative and quality evaluation of the project applications, the work of the Secretariat of the Interinstitutional Evaluation Commission and the monitoring of the project implementation.
Earmarked subsidies from the state budget for free internet and computer services at the public libraries of local municipalities
According to the decree of the Cabinet of Ministers and within the framework of the Programme, the libraries of local municipalities have been given the opportunity to use the internet and computers free of charge. The local municipalities receive earmarked subsidies for ensuring free internet and computers Access at the libraries. The SRDA ensures the payment of the subsidies and the monitoring of their use.
Earmarked subsidies for drafting the territorial plans and making their amendments for planning regions, districts and local municipalities
Since 2008, the SRDA has been administrating the subsidy programme for preparing and amending local municipality territorial planning. The SRDA ensures the acceptance of applications for earmarked subsidies, the evaluation of the applications, the granting of the subsidies and monitors the projects and the payment of the subsidies.
Based on the amendments to the provisions of the Cabinet of Ministers Regulation No. 121 of 14 February 2006 "Procedure by which Earmarked Subsidy for Elaboration of Spatial Plans and Their Amendments for Planning Regions, Districts and Local Governments are Granted", from 1 January 2008, the granting of earmarked subsidies for the elaboration of territorial planning shall be ensured by the State Regional Development Agency.
In the future, the requests for earmarked subsidies as well as the surveys of the implemented subsidies and the local municipality co-financing shall be submitted to the Agency.
Earmarked subsidies for local municipality activities
Earmarked subsidies are aimed at providing financing for education and other activities and events significant for the local population. The SRDA ensures the payment of the subsidies and the monitoring of their use.
Support for the infrastructure development of amalgamated local municipalities
The objective of the state budget subsidy is to promote the establishment of amalgamated local municipalities as well as the development of the infrastructure of the amalgamated local municipalities vital for ensuring their functions. The SRDA monitors the utilization of the subsidies granted to the projects adopted by the Ministry of Regional Development and Local Governments.
