RDIM - Regional development indicators module


 
The State Regional Development Agency is introducing ERDF project "Information System for Administration and Supervision of Territorial Development Planning of Local Governments, Infrastructure and Immovable Properties”, which is more widely known as „Territorial Development Planning Information System" (TAPIS).   

The objective of this project is to develop an advanced information system for the spatial planning and management of infrastructure and immovable properties which would ensure efficient possibilities for spatial planning and management of immovable property for sustainable and balanced development of the state.   

One of the sub-projects of TAPIS is the development of Regional Development Indicators Module (RDIM) which provides the establishment of the instrument for monitoring of regional development and support in decision taking. It will be an auxiliary instrument for the assessment of territorial development trends of local governments, as well as for the preparation and supervision of development programs.

In addition to the development of technical solution for RDIM a methodology for comprehensive assessment of territorial development with sufficient set of indicators characterising it from the most different aspect is formed. Economic and social aspects of the development, and also characterisation of life environment and natural resources shall be included in the indicator system of the assessment.  The development shall be looked from the point of view of the level achieved and also positive or negative changes taking place, as well as peculiarities characteristic to each territory or development potential which is the basis for its development possibilities shall be assessed. In order to characterise the development from all referred to points of view, conceptually new system of development indicators based on systematic approach is being developed for the module of regional development indicators.

RDIM will include two sets of information:    

Set of social economic indicators will be used in order to analyse social and economical development trends of certain state territories. It will include quantitative information regarding economic development of the state territories and life quality of inhabitants. All indicators present in this set are available regarding the entire state, as well as in division into certain state territories and regarding certain period of time from the indicators included in the state statistical programme and from other administrative data sources. Derived indicators created from available basic indicators will also be available in this set.

Set of implementation instruments of sector policies will be created, in order to assess what influence is made by the implementation instruments of sector policies on the development of the state territories and how co-ordinated they are. The indicators regarding regional development support instruments – information regarding the largest support instruments – will be used for such purpose, firstly, from the management information system of the European Union Structural Funds and Cohesion Fund, as well as from the Rural Support Service and the Treasury.

The objective of RDIM is to ensure the availability of the both referred to sets of information for the specialists of the state, local governments and planning regions, and for the investors and the entire society, in order to facilitate unified and comprehensive understanding of the state administration, local government institutions and society regarding regional policy and perspectives of territorial development.

The data sources planned in the first stage of the RDIM shall be the following: Central Statistical Bureau, TAPIS, State Revenue Service, Treasury, State Social Insurance Agency, State Employment Agency, the Ministry of Education and Science, the State Education Content Centre, Latvian State Roads, Health Payment Centre, Ministry of Welfare, Register of Enterprises, information system for the management of the European Union Structural Funds and Cohesion Fund and the Rural Support Service.

A portrait of each territory (county and planning region) will be created for more demonstrative display of information. It will be a kind of „visiting-card” which will demonstrate the development trends of a particular county in terms of figures, graphs and diagrams. It is planned that such portrait will consist of information regarding local government (characterisation of the territory, administrative division, cities, and hyperlinks to other information resources etc., descriptive information) and statistical information regarding the territory.

Such visiting-card will be useful source of information for the both, the inhabitants and employees of local government in preparation of decisions, as well as for investors in assessing the investments. In addition to the informative material, the portrait of the territory will serve as means for mutual comparison of local governments, because the indicators included in the portrait will be identical and mutually comparable.
