One of the main fields of the SRDA activities is analytical work basically directed towards assessment of the territorial development, determination of the development tendencies, and analysis of the impact of the development support instruments. Sector, demographic and social economic indicators are used for analysis, since the monitoring of regional policy requires the collection, compilation and analysis of the quantitative information on the regular basis regarding the financial resources of implementation of support instruments of the regional development and the indicators of activity results in the territories of the state.
Research and publications
Each year SRDA issues a report "Development of Regions in Latvia" in which social and economic development is analysed not only in the state in general, but also in the planning regions, republic cities and counties. The report provides the information characterising the development of territorial units of Latvia of different levels and the analysis of the results calculated on such base. A comparison of main social economic indicators of Latvia with average indicators of other countries is made therein, as well as a wide range of maps is also included which territorially visualises the development of territories and reflects changes in time. Huge statistical data set regarding each territory of Latvia is included in Annexes to the publication. The first report „Development of Regions in Latvia” was issued in 2003. A survey of such type regarding territorial units of Latvia is the only in the state since the beginning of the issuance.
SRDA co-ordinates and carries out the preparation of thematic researches. The themes of researches are determined pursuant to the objectives, the tasks to be performed, as well as functions of SRDA. The employees of the responsible division shall, within the framework of the competence thereof, ensure not only the co-ordination of performance of researches, but also take part actively in the preparation process of researches.

Territory development index has been used for the assessment of development of different territorial units for ten years already in Latvia. It is a generalised indicator which is calculated with determined weight coefficients by summing up standardised values of the most important basic indicators of statistics which characterise the development. Territorial development index demonstrates higher or lower development of the territories from the average social economic development level of the state in the relevant year.
The initial data for calculations of development index shall be taken from the Central Statistical Bureau, Treasury, State Land Service, State Employment Agency and the Office of Citizenship and Migration Affairs using the statistical indicators accumulated during a year (GDP, amount of personal income tax, non-financial investments) and statistical indicators of the moment (demographic indicators) in accordance with the status in the beginning of the year to be reviewed.
Territory development index shall be applied to:
- elaboration of the regional development state support programme;
- differentiating of support within the framework of measures co-financed by the European Union Funds;
- the assessment of impact of EU, state support and other financial instruments on the territorial development and assessment of economic efficiency;
- the comparison, assessment, forecasting of the development of different territories and to the analysis of territorial development of other type;
- the determination of territories to be specially supported (TSS).

Regional development indicators module
A regional development indicators module (RDIM) is formed as an instrument for the assessment of state policy, activity and development of regions and self-government, taking of decisions and planning of the future. RDIM will ensure that the information regarding territorial development and development perspective will be precise, in time and accessible for the both, the state administration and the society
A set of indicators characterising a territory from the most different aspects is necessary in order the development assessment would be sufficiently comprehensive. Economic and social aspects of the development, and also characterisation of life environment and natural resources shall be included in the indicators system of the assessment. The development shall be looked from the point of view of the level achieved and also positive or negative changes taking place.
In order to characterise the development from all referred to points of view, conceptually new system of development indicators based on systematic approach is being developed for the regional development indicators module.
The regional development indicators module is one of sub-projects of „Territorial Development Planning Information Systems" (TAPIS) the objective of which is to develop an advanced information system for the spatial planning and management of infrastructure and immovable properties.
